School Council & School Committee
SCHOOL COUNCIL (Conseil d’établissement)
The school council is a tripartite body composed of an equal number of permanent members representing the administration, representatives of the school staff, and representatives of parents and pupils.
Powers
The school council is the main governing body of the school, with jurisdiction over primary and secondary education.
The budget and financial accounts of accredited schools, as well as the school's strategic directions, are reported in detail to the school council.
It proposes the school's strategic directions.
It is responsible for all matters relating to the school's teaching and educational issues.
It cannot replace the Agency's management in areas that fall within its sphere of competence.
It adopts its own rules of procedure.
Composition
The number of permanent members determines the number of members of the school council.
The school council is chaired by the school head or, if they are unable to attend, by their deputy.

Elected representatives of parents and secondary school pupils (two elected members of the CVL).

KINDERGARTEN AND PRIMARY SCHOOL COMMITTEE (Conseil d’école)
Responsabilities
The Kindergarten and Primary School Committee adopts the rules and regulations of the school based on proposals made by the head teacher.This committee must be consulted for its advice on all matters relating to the running and life of the school.
Composition
1. Automatically appointed members with voting rights (in schools with 15 or more classes)

The Director of Primary School and the Director of Kindergarten

15 teachers, including at least one per level of education

One teacher who is a member of the school's special needs education staff, if such a position exists, chosen by the teaching staff

Fifteen elected representatives of the pupils' parents, including at least one per level of education.
All teachers are entitled to be permanent members of the Kindergarten and Primary School committee. A method of representation is established by the Director of Primary School and the Director of Kindergarten in agreement with the School Head. A list of staff names is thus drawn up for the school year during the first meeting of the Teachers' Committee.

2. Representatives of other staff working in the primary school and kindergarten may also attend the school committee meetings in an advisory capacity.

SECONDARY SCHOOL COUNCIL (Conseil du Second Degré)
Responsabilities
The secondary school council prepares secondary school matters for the school council.
Composition
The secondary school council is chaired by the School Head or, if they are unable to attend, by their deputy.

HEALTH, CIVIC AND ENVIRONMENTAL EDUCATION COUNCIL (CESCE)
Responsabilities
The Health, Civic and Environmental Education Council is a think tank and a tool for steering, observing and monitoring that designs, implements and evaluates an educational project in the areas of health, civic and sustainable development education that is integrated into the school's project and approved by the school council.
Composition
The Health, Civic and Environmental Education Council is chaired by the School Head or, in their absence, by their deputy, and includes:

Education, social, and health staff, along with representatives of the teaching staff, parents, and students, are appointed by the Head of School upon proposal of the members of the School Council belonging to their respective categories.
HIGH SCHOOL STUDENT COUNCIL (CVL)
Responsabilities
As a key forum for listening and dialogue among students, and between students and members of the school community, this body provides a space where all practical matters relating to high school students’ living and learning conditions within the school are discussed.
High school students give opinions and put forward proposals, which are then submitted to the School Council for consideration.
Composition
The CVL is chaired by the Head of School.
The CVL is made up of 10 high school students elected for two years by all high school students. For each full member, one substitute is elected. Half of the members of the High School Student Council are renewed each year.
In an advisory capacity:

Staff representatives appointed each year from among volunteer members of the teaching and education staff, as well as administrative, technical, social, and health staff, serving on the Secondary School Council or, where applicable, on the School Council.

Parent representatives elected from among themselves by the parent representatives on the Secondary School Council or, where applicable, on the School Council.
MIDDLE SCHOOL STUDENT COUNCIL (CVC)
Responsabilities
As a key forum for listening and dialogue among students, and between students and members of the school community, this body provides a space where all practical matters relating to middle school students' living conditions within the school are discussed.
Composition
The CVC is chaired by the Head of School.
The CVC is composed of:

The members of the CVC are elected or appointed no later than the end of the calendar year following the start of the school year.
DISCIPLINARY COMMITTEE (Conseil de discipline)
Responsabilities
A disciplinary council is established in institutions providing secondary education and, where applicable, one for the middle school and one for the high school. The school head is responsible for assessing whether disciplinary proceedings should be brought against a pupil. Convening the disciplinary committee is considered a last resort and a serious matter.
Before initiating disciplinary proceedings, the School Head and the teaching staff shall, as far as possible, seek any appropriate educational measures, in particular through the educational committee. Focus shall be placed on promoting a sense of responsibility and accountability in pupils.

Staff and parent representatives are elected annually from within their respective categories by the full and substitute members of the school council. Student representatives are appointed by the students elected to the school council from among the students and elected representatives of the CVL.
SCHOOL COMMUNITY HEALTH AND SAFETY COMMITTEE (CHSCS)
Responsabilities
A health and safety committee is established in schools for matters relating to the health and safety of the entire school community. This committee is established in all schools, in compliance with the minimum requirements of local law.
Composition
The health and safety committee is chaired by the School Head or, if they are unable to attend, by their deputy.

They shall include at least one representative from each category of staff (primary school teaching staff, secondary school teaching staff, administrative, social and health staff, technical and service staff).

Between 4 and 6 members, their number shall be decided by the School Council.

For each full member, there is one substitute member.

User representatives: 1 to 2 parent representatives appointed by the elected parent representatives on the School Council and 1 to 2 student representatives appointed by the elected student representatives on the School Council.

COMMITTEE ON HEALTH, SAFETY AND WORKING CONDITIONS FOR STAFF (CHSCTP)
Responsabilities
A health, safety and working conditions committee is established in schools for matters relating to the health, safety and working conditions of school staff. This committee is established in all schools in accordance with, at a minimum, the requirements of local law.
Composition
The committee is chaired by the head of the institution or, if they are unable to attend, their deputy. It includes:

An equal number of representatives of the administration (appointed by the head of the institution)
-
and permanent staff - the number is set by the members of the School Council before the first meeting of the committee, between 6 and 8 people appointed by the staff sitting on the works council; at least one representative from each category of staff (Kindergarten and primary school teachers, secondary school teachers and administrative, health and service staff).

A member of the school staff qualified in health, prevention or safety (doctor, school nurse, prevention assistant, etc.) attends the meetings as an expert or, alternatively, a competent external expert.
-
The chair may invite, on her own initiative or at the request of the staff representatives, any person whose consultation is deemed useful.
CONTINUING PROFESSIONAL EDUCATION UNIT
Responsabilities
The continuing education unit defines the training and professional development policy for all staff at the institution, in accordance with the guidelines set by the Agency, the zone project, the institution project and, in approved and partner institutions, the strategic guidelines of the managing body in terms of training.
It acts as a link between the requests made by staff and the mutualisation/IRF bodies. It ensures compliance with the procedures defined by the AEFE.

Staff representatives are volunteers, appointed and mandated by the elected representatives on the school council in their respective sections. The full-members and their substitutes are appointed at the first school council meeting following the election of staff representatives.
At the request of the members of the continuing education unit, the school head may invite an expert depending on the agenda.
